Creating a new translation for Docvert

Translating Docvert involves the following:

1- Creating a new language package (core/themes/language/)

2- Creating DOC and ODT sample documents (doc/sample/)

3- Adding abbreviations for kilobytes, megabytes, etc. (core/webpage.php) 

4- Providing translated documentation (doc/*.txt)
