Subject: x-with-npm: avoid error from 'npm install'

When building with DEB_BUILD_PROFILES=x-with-npm, which causes
the debian/rules file to run `npm install` we get an error:

  npm ERR! Invalid comparator: npm:d3

unless this d3 stanza is removed from package.json.
