Subject: Target Python 3.10 when running tests

mypy 1.17.0 dropped support for targeting Python 3.8, causing
https://bugs.debian.org/1114284.  pytest 9.0.0 then began requiring
Python 3.10, causing https://bugs.debian.org/1123434.
