Gets the matrices associated with the eigensystem.

PetscErrorCode STGetOperators(ST st,Mat *A,Mat *B)
Not collective, though parallel Mats are returned if the ST is parallel
Input Parameter
st - the spectral transformation context
Output Parameters
A - the matrix associated with the eigensystem
B - the second matrix in the case of generalized eigenproblems
