 make tweaks

Tweak src/makefile.u: use default rules for .o object files and for
f2c executable.
Create stub f2c.c to allow f2c executable to depend on f2c.o which
allows a default rule for f2c executable.
Supply stub top-level Makefile.
Set all target to not include xsum.out
Make target distclean be very clean.
