 remove missing scripts from manifest
 There are four test scripts that are not in v3.06 of the distribution
 archive but are still in the MANIFEST file, which results in a warning
 during a build. Remove the scripts from the files listed in MANIFEST.

 inconsistant copyright year and author information
 The copyright years and author information was updated for v3.06 in the
 comment header for the lib/Template/Latex.pm file but not in the POD
 documentation at the end of the same file, which means that man and doc
 files created for that file do not have the correct information. Also;
 lib/Template/Plugin/Latex.pm as well has the README file do not have
 the updated information.
