 allow ar_ae in localization test

Avoids a test failure because of "Expected: 'ar' Actual: 'ar_AE'".
It corresponds to the approach to 'sr' and 'zh' in the same test.

 ignore the executable script

We're not packaging the executable. Removing it from composer.json
avoids the php-cli dependency otherwise added by dh_phpcomposer.
