 fix numpy test to use double quotes
 Upstream seemingly reverted to using single quotes instead of double quotes, which throws an assertion during the test.

 disable unicode filenames handling 
 Unicode+Python in a minimal debian env without locales
 configured and code insisting on non-ascii encodable filenames
 is the task for masocists.. thus  cheated for today
