 more efficient resolution of joiner contexts

In some pathological cases, this would out eligibility under
CONTEXTJ rules much faster.

Generated idna/idnadata.py (and idna/uts46data.py) files were updated
with `tools/idna-data --dir idna --no-cache --version 13.0.0 make-libdata`.
