Intermediate upstream sources are in monotone on www.ada-france.org:

The Debian tar file ada-reference-manual-<version>.orig.tar.gz is
produced from upstream as follows:

checkout org.adaic.arm_form

cd org.adaic.arm_form/Build
make debian-zip

The makefile also contains rules for retrieving the upstream sources
from ada-auth CVS.
