This function finds the first code point in \f[C]us\f[], beginning from
byte offset \f[C]start_pos\f[], that does \f[I]not\f[] match any code
point in \f[C]reject\f[].
In other words it finds a code point in the complementary set of
\f[C]reject\f[].
Returns the byte position of that code point, if any.
Otherwise returns \-1.
