1. Skip toolchain packages like libc6 and libgcc1.

2. Need to be able to use the emdebian packages but dpkg-deb 
	balks at the em1 suffix which causes dpkg-cross to fail.

3. apt-cross --upgrade support : checks existing -cross packages
	and updates any that are newer in Debian.
	Include a warning to run --upgrade after --install.
