When the package rebuilds successfully against latest binutils-source,
feel free to proceed to a Non-Maintainer Upload without prior
permission. For any other change, please follow the usual procedure.
The binary version is constructed by debian/rules from:
* the version of binutils-source used at build time,
also copied to the Built-Using control field.
* the source version, copied from last changelog entry.
