blimps is no longer maintained upstream, see http://blocks.fhcrc.org/blocks/uploads/blimps/.
Therefore fixes to source can not be communicated to upstream. Since no new
software is expected to require blimps, packaging focuses only on features
required by packages that already depend on blimps (such as sift). If you
need something and you can not find it in this package, please contact the
package maintaner(s).

The FHCRC NONCOMMERCIAL LICENSE does not prohibit building the source. It
also does not prohibit the distribution of the binary software on a
royalty-free basis.
