This will only be done after the release of sarge, as it will break binary
compatibility:

Link mathlib against the libblas.so.3 and liblapack.so.3 libraries (instead
of the .so.2 versions).  Then mathlib and everything depending upon it should
have their sonames bumped.  At the same time, the cernlib script (in
cernlib-base package) should cause linking against the .so.3 versions of
blas and lapack libraries.
