d-shlibs for Debian

Shared library processing automation programs, for
Debian package maintainers.
d-devlibdeps is still missing some important functionality.
It will need more patching before it can be used in real life.
NMU policy
----------
Because d-devlibdeps hardcodes so many things, and
packages which depend on d-devlibdeps need quick fix in d-devlibdeps,
I allow for free NMU policy of this package.
Three things:
1. Please restrain from fixing a lot of things at once
2. Do no forget to send NMU diff to the Bug tracking system.
3. Number the NMU by incrementing the third number (0.9.1, 0.9.2, etc.)
