With this release, the debsums_init script has been removed. dpkg
generates .md5sums files dynamically if missing since 2012, so
debsums_init is long time obsolete.

debsums (2.2.5) unstable; urgency=medium
Until version 2.2.4, debsums shipped an empty (as in zero bytes size) conffile
/etc/debsums-ignore. This file was required as configuration file for
debsums' cron jobs.
With debsums 2.2.5, this file is no more shipped, and removed if untouched.
