Label Types in the range 0x000-0xAFF are part of the GSMPv3
base protocol and are allocated through an IETF consensus
action. Label Types in the range 0xB00-0xEFF must be
documented in an RFC or other permanent and readily available
reference. Label Types in the range 0xF00-0xFFF are reserved
for vendor private extensions and are the responsibility of
individual vendors.
