<title>Comment</title>
<para>A Comment is a remark, made by an author or reviewer, that is communicated
by means of an SGML source file. The Comment element is not the same as an
SGML comment declaration (which uses the <literal>&lt;!--&nbsp;--></literal>
delimiters). It is often more convenient to manipulate source file remarks
when they are in elements than when they are in SGML comments, because the
latter are stripped out of files by SGML parsers during processing.</para>
