dpkg-dev (1.22.13) unstable; urgency=medium

  The Rules-Requires-Root default field value has changed from «binary-targets»
  to «no». For most packages using a packaging helper (such as debhelper),
  this change should be handled transparently. Otherwise, in the rare case
  of a build failure or a build producing unexpected results, please see
  <https://wiki.debian.org/Teams/Dpkg/RootlessBuilds> for further details.
