<h1>encode_base64</h1>

<p>This function converts an <b><font face="Courier New">octetstring</font></b> value to a <b><font
face="Courier New">charstring</font></b> value.
The octets are converted via Base64 encoding (binary-to-text) into ASCII characters.
The allowed values for the second parameter (use_linebreaks) are: true, false.
If the use_linebreaks parameter is omitted the default value is false.
