emacs-python-environment for Debian

Since sphinxcontrib-emacs currently is not available in Debian (see #838556)
elpa-python-environment do not contain all the fancy documentation. If you
need it, please find relevant documentation directly in
/usr/share/emacs/site-lisp/elpa-src/python-environment-0.0.2/python-environment.el
