Both Irix [SGI] and Solaris [Sun] man pages say:
strncpy() copies exactly n bytes, truncating src or
adding null characters to dst if necessary. The result will
not be null-terminated if the length of src is n or more.
I believe this was a Posix change to the wording - Note that this is not
inconsistent with "no more than"...
