This currently requires the slate package from http://www.nmops.org and
the slate2cflow patch by Steven Premeau <premeau@uwp.edu>, which causes
the slate sfas daemon to produce raw flow files in cflowd's raw file
format for v5 NetFlow.

added the ability to identify outbound traffic based solely on the flow's
destination IP address.  Previously NextHops or OutputIfIndexes was
required.  Now, the default is to use consider a flow to be outbound
if it's destination address is not a known local IP address.
Still, performance-wise and to avoid miscounting forged source traffic
it is preferable to use NextHops or OutputIfIndexes if possible.

Added the reporting of the total number of local addresses that have
transmitted (tx) or received (rx) flows to an RRD named "_users".
This will allow us to graph the number of active hosts over time,
and to calculate average flow counts and rates.

converted to using cflowd-2.x with my patch to write a flow file after
a period of time passes.  (The file named changed here.)

Fixed a bug that was causing the report objects to not be destroyed
after each indifidual flow file was processed, when the glob matched
more than one file.  (This was periodically wreaking havoc with
the CampusIO report.)
