How to soname bump

* debian/control:
 - declares the libfplll<version> package
 - makes the libfplll-dev package depend on it
* debian/libfplll<version>.* needs to be moved
* debian/libfplll.install references the <version> for the strategy path
* debian/patches/versioned_strategies_path also references the strategy path.
