Notes for the Debian go-cve-dictionary packages

The go-cve-dictionary package of Debian has the following changes.
* The log output directory has been changed from /var/log/vuls to
execution directory
go-cve-dictionary is software related to vuls. However, I thought
that it would be undesirable to output to /var/log/vuls by default,
and I made the above modifications.
If user wants to use /var/log/vuls and other, user needs to specify
it with -log-dir option.
