Docker upstream has decided to use a forked version of an existing
Go package, golang-github-spf13-cobra.  The forked version is named
golang-github-dnephin-cobra but the namespace implemented by the
package is the one from the parent.  As such the appropriate Provides,
Conflicts, and Replaces fields have been set appropriately.
