in lexicographic order and returns <code>GSL_SUCCESS</code>. If no further
combinations are available it returns <code>GSL_FAILURE</code> and leaves
<var>c</var> unmodified. Starting with the first combination and
repeatedly applying this function will iterate through all possible
combinations of a given order.
