The program is not enabled by default.
It will start updating /etc/news/newsfeeds and accepting commands
only after the creation of /etc/news/newsfeeds.header.

/usr/lib/gup/gupdate may be run with the single argument "force" to
force rebuilding the newsfeeds file.
