HDF-EOS4 as shipped upstream contains a copy of libgctp built with JPEG headers, 
copyright and licensed for Intel. This DFSG-free version removes the Gctp
sources, and instead uses a version already packaged in Debian, built against
the open-source JASPER libraries.
