\TYPE {set_flag : ((string # bool) -> bool)}

\SYNOPSIS
Sets a named flag to a specific boolean value.

\DESCRIBE
The function {set_flag} sets a flag to a given value. The previous value of the
flag is returned. The list of settable flags can be determined by executing
{flags ()}.

\FAILURE
If the named string does not identify a settable flag.
