\TYPE {is_imp : (term -> bool)}

\SYNOPSIS
Tests a term to see if it is an implication.

\DESCRIBE
{is_imp "t1 ==> t2"} returns {true}. 
If the term is not an implication the result is {false}.

\FAILURE
Never fails.

\COMMENTS
This function used to take negation as an implication with {F} conclusion.
This behaviour is implemented by the function {is_neg_imp}.
