\TYPE {is_let : (term -> bool)}

\SYNOPSIS
Tests a term to see if it is a {let}-expression.

\DESCRIBE
{is_let "LET f x"} returns {true}. If the term is not a {let}-expression (or
of the more general {"LET f x"} form) the result is {false}.

\FAILURE
Never fails.

\EXAMPLE
