\TYPE {mk_pred : ((string # term) -> term)}

\SYNOPSIS
Makes an application of a predicate.

\DESCRIBE
When applied to the name of a constant predicate, that is a constant of type
{":* -> bool"} for some type `{*}', and an operand term, {mk_pred} constructs
an application of the predicate to the operand.

\FAILURE
Fails if there is no constant with the appropriate name and type.
