iptraf for DEBIAN

Since 2.1.1, old config files (versions below 1.4.0) won't be updated to the
new format. Binary config files are a pain; let's suffer :( (old tools don't
compile anymore)

 - Version 1.4.0 : Same as below. Go and rm /usr/lib/iptraf/cfconv* :)

- Version 1.3.0 brings the same kind of problem that version 1.2.0 (read "Old
  news" ), you can delete /usr/lib/iptraf/cfconv-1.2_to_1.3 without trouble.

 - Since the version 1.2.0 have more options, the configuration and filters
   files are now different. A program (cfconv) is provided by the author to
   upgrade those files. It is executed at the installation of the package and
   is located in /usr/lib/iptraf/cfconv-1.1_to_1.2. You can delete it.
