isdnbutton for DEBIAN

The isdnbutton binary isn't suid root in this Debian package. It
starts scripts, that need root rights, so you have either to run
isdnbutton as user root or to use one of the suid wrappers sudo or
super.
Changed the path to the scripts from /usr/sbin/isdn to
/etc/isdn/isdnbutton.
Extended the algorithm, which creates the right-button menu, not to
find any backup files (filenames with "~" or "#" in it).
Extended the baseTranslation of the menu widget to accept not only the
right button press (Btn3Down) but also this button in combination with
Mod2 (this is usually NumLock), Shift (which is also signalled, when
ShiftLock is active), Lock (that's CapsLock), Mod2+Shift, and
Mod2+Lock. If you have some idea, _why_ this is necessary (in other
situations the Xaw SimpleMenu is independent of modifiers, if not
explicitly defined, but here the menu pops up, but it isn't possible
to select some item, unless I implement the above workaround).
Linked against libXaw3d instead of libXaw to avoid problems with
isdnbutton failing when closing the site menu.
