<P><B>LayoutCacheNeeded</B> changes the default behavior of Mod_Layout
when
it comes to using static content in footer and header directives. Normally
using strings or cached files cause the no-cache header to not be sent.
<br> By enabling this, it causes this behavior to go away.
<br>
This was added in 2.8.2.
