method that accepts configuration flags. If I18nFactory.FALLBACK is
passed the lookup will fall-back to a default resource bundle
instead of throwing an exception (#3). Lookup of the basename in
properties can now be omitted when I18nFactory.READ_PROPERTIES
is not passed as a configuration flag.
