libobjcryst for Debian

Neither libojcryst nor cctbx shared libraries are not versioned
upstream, versioning is added in a Debian patch. libobjcryst will need
a bump to the SHLIBVERSION in the scons_debian.patch whenever a new
cctbx upstream version is uploaded as that will itself use a new
SHLIBVERSION in the equivalent cctbx patch.
