Upstream tarball repackaged

The file vxquotactl.c has been removed from the archive, because it
misses clear licensing information and is used only on VxFS.

Here is the way to recreate the Debian tarball from the usptream tarball:

  ./debian/rules get-orig-source

Quilt
===============================================================================
This package uses quilt to manage all modifications to the upstream
source.  Changes are stored in the source package as diffs in
debian/patches and applied during the build.
