linux-minidisc for Debian

This source package currently builds two packages, qhimdtransfer
and minidisc-utils. Both the GUI application qhimdtransfer
and the command line utitilies from the minidisc-utils are
statically linked against the libnetmd and libhimd libraries.
We're planning to repackage everything to make the libraries
shared in order to create the libraries as separately installable
packages. The debian directory of the source already contains
some templates for the library packages and for an upcoming
documentation package.
