modernize-concat-nested-namespaces

Checks for use of nested namespaces such as ``namespace a { namespace b { ... } }``
and suggests changing to the more concise syntax introduced in C++17: ``namespace a::b { ... }``.
Inline namespaces are not modified.

For example:
