Checks that the <a href="log4net.Filter.IFilter.html">IFilter</a> chain accepts the <i>loggingEvent</i>.

Calls <a href="log4net.Appender.AppenderSkeleton.PreAppendCheck.html">PreAppendCheck</a> and checks that it returns <code>true</code>.
