  * Kept ctime.3 from previous release as Debian diff. It's still included
    in upstream CVS but not present in the tarball. Weird.
  * Some man pages are considered too outdated to do any good. Users
    presumably are better off with an up-to-date English man page than a
    misleading German translation.
    First culprits: file.1, lilo.8. Closes: #115561
  * Use dh_installman to install the man pages. Gets rid of icky
    .so links. Ups DH_COMPAT to 3, build dependency adjusted accordingly.
  * Build-Depends -> Build-Depends-Indep.
