POSIX.1 define
.I segundo desde a poca
como um valor para ser interpretado como o nmero de segundos entre um
tempo especificado e a poca, de acordo com uma frmula para converso
a partir de UTC equivalente para converso na base nativa que pula os
segundos so ignorados e todos os anos divisveis por 4 so anos pulados. Este
valor no igual ao nmero atual de segundos entre o tempo
e a poca, por causa dos segundo pulados e por causa dos relgios que no so
requeridos para ser sincronizados para uma referncia padro. A inteno
que a interpretao de segundos entre o valor poca
consistente; veja POSIX.1 Anexo B 2.2.2 para mais argumentos.
