A estrutura contm a hora desde 01/01/1970 em segundos, at 1000
milliseconds de intervalo de melhor preciso, o fuso horrio local (medido em
minutos de tempo a oeste de Greenwich), e uma flag que, se for diferente de zero,
indica que o horrio de vero se aplica localmente durante a parte adequada do ano.
