        Relax MakeMaker requirement, and also trust MM's MYMETA generation.

        Slighly tweaked the way falling back _REQUIRES to PREREQ_PM, so that
        it will only revert to PREREQ_PM if MakeMaker is old.

        Do not request higher MakeMaker in configure_requires since older MakeMaker
        will just install the distribution fine.

        Do not set NO_MYMETA since MakeMaker (CPAN::Meta) will preserve what's in
        META files when creating MYMETA. Only copy to MYMETA when the feature
        is not in MakeMaker.

        Only requires what's in 'requires' type, since the default includes
        'recommends' and MakeMaker dumps them into _REQUIRES.
