This program is originally distributed as a JAR file. It has been repackaged for Debian.
To get the mkgmapgui-1.1.ds.tar.gz file you should do the following:

wget http://activityworkshop.net/software/mkgmapgui/mkgmapgui.jar
mkdir mkgmapgui-1.1.ds
cp mkgmapgui.jar mkgmapgui-1.1.ds/
jar xf mkgmapgui.jar
rm mkgmapgui.jar tim/mkgmapgui/*class
cd ..
tar czf mkgmapgui-1.1.ds.tar.gz mkgmapgui-1.1.ds
