monitoring-plugins-check-smart for Debian

Upstream source downloaded from github release, where the source tree is
of the form check_smart-(version) and was extracted to
 monitoring-plugins-check-smart-(version) 

The package includes sudo and nagios-nrpe configurations set up for
an ATA device /dev/sda

These may need to be adapted to match the specific configuration of
the target host.

At present the nagios-nrpe-server is not reloaded after installation.
