- Recreating the repacked source package has changed from a make target to
  standard d/copyright Files-Excluded.

    uscan --download-current-version
    uupdate --find --upstream-version "6.12.0.199+ds"
    cd ../mono-6.12.0.199+ds

The compiler needs to bootstrap using the pre-build binary
mcs/class/lib/monolite-linux/mcs.exe, which requires
the libraries in mcs/class/lib/monolite-linux/ and
external/binary-reference-assemblies/v4.7.1/ in order to operate.

These binaries are used to compile the class libraries mcs/ and reference assemblies
in external/binary-reference-assemblies/*, and are included in order to avoid
a circular dependency on Mono in order to build, which makes porting to new
architectures difficuly.

Only the resulting binaries are included in packages - not the versions
used for bootstrapping.
